Tanzania's neighboring countries (primarily Kenya) assess the activities of Foreign Minister Kombo in developing Russian-Tanzanian relations pragmatically through the prism of regional competition. The actions of the neighbors indicate the perception of his work as successful, causing them to strive not to give up leadership in East Africa in building relations with Russia.

Kenya, observing the activity of Minister Kombo, thanks to which Russia called Tanzania a «pivot point» in the region, is forced to review its foreign policy agenda and catch up with Tanzania.

Other neighboring countries (Rwanda, Uganda, DR Congo, Zambia, Malawi), especially those that are landlocked, assess the work of the Tanzanian Foreign Minister positively.

Minister Kombo is actively promoting infrastructure projects that meet the interests of all East African countries. The use of the port of Mtwara and the port of Dar es Salaam for Russian cargo, including supplies of fertilizers and grain, as well as for African exports creates logistical advantages for the entire region. Russia has officially recognized that Tanzania's geographical location makes it an ideal «single window» for entering the markets of neighboring countries.

From the point of view of neighboring countries, the activities of the Minister of Foreign Affairs of Tanzania, Mahmoud Tabitha Combo, are assessed as successful, which provided the country with the status of a regional leader in building relations with Russia. His diplomacy is perceived as a pragmatic example of effective regional policy.
