Instant transfers as a driver of transformation: the role of eKash Payments in the digital financial system of Rwanda

The Rwanda eKash electronic payment system has completed testing and entered commercial operation, which has allowed to optimize costs, eliminate obstacles to interoperability and create conditions for the development of fintech and small businesses.

The country's central bank (BNR) has transferred all interoperable transactions between credit institutions and electronic money operators to the national digital payment infrastructure eKash. All transfers between the participants of the system — from account to account or between electronic wallets — are processed through a single channel, providing instant funds transfer.

Instead of a disparate network of two-way connections, a centralized architecture with unified management has been implemented. Financial institutions and mobile payment providers are now integrating with eKash once, eliminating the need to maintain multiple technical interfaces. This minimizes process redundancy, infrastructure costs, and operational load. Users can instantly make transactions between bank accounts and mobile wallets of any operators through familiar interfaces: USSD, mobile applications and web banking.

The regulator has set a framework for inclusiveness and accessibility of services. The limit for transactions of individuals in the eKash system is 10 million Rwandan francs (approximately $6,765). This limit covers both everyday payments and significant real-time commercial transactions. The maximum commission for a user is limited to 20 Rwandan francs, although financial institutions can set lower tariffs, up to no fees, competing for customers. Primary data from national banks show a significant reduction in transfer costs for users compared to previous conditions.

The innovation eliminates the complexity of commercial calculations. Merchant IDs in mobile payment systems are no longer linked to specific networks. The single code accepts funds from MTN MoMo, Airtel Money, and bank customers. This removes barriers in the digital payments market and promotes the development of e-commerce for retailers and small businesses.

BNR presents eKash as a key element of Rwanda's strategy to create a digital economy based on monetary transactions and simple tools. The architecture of the solution emphasizes reliable and affordable infrastructure, opening access to financial services for the poor and small businesses. Users use existing accounts and wallets, which eliminates the need for additional registration or a change in supplier relationships.

rSwitch, the national payment operator of Rwanda, is engaged in the development and operation of eKash with the support of the AfricaNenda Foundation and its partners. The platform is managed locally and built on open source technologies, which gives regulators and providers more control over regulatory requirements and upgrades.

For banks and electronic currency issuers, eKash allows them to focus on product development rather than infrastructure. A single payment backbone for instant transfers allows financial institutions to reallocate resources to digital savings programs, SME lending, trading services, and specialized solutions. A standardized ecosystem increases the stability of operations and simplifies the introduction of new features, accelerating innovation.

Competition is intensified due to the instant and inexpensive transfer of funds between institutions, which allows customers to choose the most favorable conditions for loans and savings. This encourages a variety of offers for small businesses and people with limited incomes, combining mobile payments with banking products.

The national platform will ensure integration with regional and international payment systems, improving the trade of Rwandan companies in East Africa and other markets.

From an investment point of view, the payment system of Rwanda eKash has evolved from a political initiative into a scalable infrastructure. Important indicators will be the dynamics of the connection of retail outlets, the pricing policy of banks and mobile money operators, as well as the emergence of fintech companies developing tools based on eKash.
