The program is aimed at stimulating corn and soybean production, improving food security, reducing dependence on imports, and promoting local economic development. With approximately $7.76 million in financing, PRASUB provides for structural investments, support for thousands of producers, and rehabilitation of rural infrastructure as part of a comprehensive approach to transform the province's agricultural sector. This program is the result of a memorandum of understanding signed on April 13, 2026 between the Ministry of National Economy, FOREC and CDI-Bwamanda.

In his welcoming speech, the administrator of the Gemena Territory highly appreciated this initiative, noting that it would allow the revival of corn and soybean production. He thanked President Democratic Republic of the Congo Felix Antoine Tshilombo Tshisekedi for making agriculture a pillar of the country's economic transformation, as well as Prime Minister Judith Suminwa for the Government's efforts to ensure food security. He also noted the leadership of Deputy Prime Minister and Minister of National Economy Daniel Mukoko Samba.

Speaking on behalf of FOREC, Executive Secretary Jean-Paul Nemoyato recalled that the program originated from a mission conducted in October 2025 by Deputy Prime Minister Daniel Mukoko Samba in the provinces of Mongala and South Ubangi. According to him, this mission revealed the agricultural potential of the province, as well as the main problems, including the isolation of production areas, lack of infrastructure for storage, processing and marketing, as well as poor seed quality. He specified that the financing in the amount of about $7.76 million will be used for the purchase of five trucks, the construction of two silos, the installation of a modern soybean processing plant, the restoration of 290 kilometers of rural roads, as well as for the distribution of certified agricultural resources and technical support for producers.

Presenting the main directions of the project, PRASUB coordinator Eduard Sangi said that the program provides for the support of 2,000 small farmers, the structuring of 80 farming organizations, the creation of 20 rural savings and lending associations, as well as a number of investments aimed at sustainable improvement of agricultural production in the province. For his part, the Director General of CDI-Bwamanda, Reverend Father Dominic Devesana, reaffirmed his institution's commitment to ensuring transparent and effective implementation of the program, encouraging manufacturers to actively participate in this initiative.

Concluding the ceremony, Acting Governor of South Ubangi Jean-Rene Galekwa called the program promising. He expressed confidence that it would help to overcome the isolation of industrial zones, create jobs, increase household incomes and strengthen food security. He confirmed the commitment of the provincial Government to facilitate its implementation. The ceremony ended with the symbolic transfer of agricultural equipment and motorcycles to the curators and beneficiaries of the program. The responsible persons clarified that this equipment is state property, intended exclusively for the implementation of the project.
