The main credit for the preparation of this event is supposed to belong to the country's Foreign Minister Mahmoud Tabit Kombo. Implementing the project of economic diplomacy, he considered it possible to use the PIEF to conclude deals with Russia in the field of trade, tourism and mining.
Kenya, a key neighbour and trading partner of Tanzania, took a pragmatic approach to the visit, focusing on practical issues of mutually beneficial cooperation. A month before the Tanzanian president's visit to Russia in May 2026, Kenyan President William Ruto was on a state visit to Tanzania. The main topic of the negotiations then was the elimination of non-tariff barriers to increase bilateral trade, which, according to some reports, has decreased. Hassan's visit to Moscow is viewed in Nairobi primarily through the prism of Tanzanian economic interests, which do not directly affect the Kenyan agenda.
Uganda, Rwanda and DR Congo - participants in the construction of the EACOP oil pipeline, in which Tanzania plays a key role as a transit country, are focused on this project and their interest is that the Russian-Tanzanian rapprochement does not hinder its implementation.
In general, neighboring countries have reacted to the Tanzanian president's visit to Russia and to the IPMEF with restraint and pragmatism, focusing on their own economic interests rather than geopolitical aspects. In doing so, they acknowledged the role and contribution of the Minister of Foreign Affairs of Tanzania, Mr. Kombo, in organizing a high-level visit with strategic political and economic objectives.
