Deputy Minister of Health Florence George Samizi made the statement in Addis Ababa, Ethiopia, representing Minister of Health Mohamed Mchengeru at the meeting of the High‑Level Committee of African Ministers ahead of the 76th session of the WHO Regional Committee for Africa (WHO AFRO RC76).
«Tanzania fully supports the process of reforming GHA and welcomes the appointment of African centres for disease control and prevention (Africa CDC) as a regional health Institute in this process. This step gives Africa the opportunity to participate fully in the definition of the vector of global health system development», Samizi said.
Speaking of the importance of these transformations for the population, Dr. Samizi stressed that the global health system should come from the real needs of countries, including access to financing, technology and opportunities to respond to disease outbreaks. «The world is currently facing challenges related to healthcare financing, geopolitical changes, and discussions surrounding an international agreement on pandemic response, access to pathogens, and benefit‑sharing (PABS)», Samizi said.
Furthermore, she added that the new global health system should clearly delineate the powers between international, regional, and national institutions to avoid duplication of functions and to direct resources to the priority needs of countries.
As for further steps, Samizi called on member states to actively engage in monthly consultations on reforming the GHA. She also proposed that Africa CDC and WHO AFRO organize a meeting of African health ministers by November 2026, after the completion of the first draft report of the Joint Task Force on GHA Reform, to discuss recommendations and develop policy guidelines.
Concluding her speech, Samizi stated that Tanzania will continue to participate in building an equitable, accountable, and responsive global health system that takes into account the challenges faced by developing countries.
