These measures are enshrined in the Military Veterans Act of 2022, which has established the legal and institutional framework for dealing with the affairs of veterans and their dependents. The law was signed by former President Uhuru Kenyatta in June 2022 and is aimed at recognizing the contribution made by KDF veterans to the protection of Kenya’s state borders, security, and territorial integrity. In addition, it provides special support for veterans with physical or mental disabilities related to their military service.
Under the Military Veterans Act, a Kenyan citizen may be recognized as a veteran if they served in the Kenya Defence Forces or became part of the Kenya Armed Forces after 1963. The law also classifies as veterans those who served in the Royal African Rifles before 1963, completed their service in the Armed Forces or the KDF, or receive pension payments from the Armed Forces or the Kenya Defence Forces. A person discharged from service for medical reasons may also be considered a veteran, regardless of whether they receive a pension. At the same time, the law specifically stipulates that to obtain this status, a person must not have been dishonorably discharged from military service.
The Military Veterans Act provides for various types of assistance to veterans within the framework of the current legislation. These include psychological support and treatment for post‑traumatic stress disorder (PTSD) and related conditions, as well as physical rehabilitation measures. Veterans may also receive assistance in obtaining education, undergoing vocational training, and developing skills. The system provides help with employment and finding opportunities for running a business to facilitate the transition to civilian life. In addition, the law includes measures to preserve the memory of fallen veterans.
Pension provision is an important part of the payments available to qualified KDF military personnel in accordance with the 2021 Regulations on Pensions and Severance Pay. For officers, the required length of service for pension eligibility is 10 years; for enlisted personnel, it is 12 years of credited service. When calculating a pension, paid service in the KDF is taken into account, but certain periods, such as imprisonment, desertion, unauthorized absence for more than 7 days, or service before reaching the age of 18, are not counted.
The pension rules establish whether a disability or death is considered to be the result of military service. A disability is deemed service‑related if it arose due to an injury, trauma, or illness sustained while on duty, or if military service exacerbated a pre‑existing condition. Self‑inflicted injuries do not fall into this category.
KDF veterans and their dependents may receive medical care after retirement through the Defence Force Medical Insurance Scheme (DEFMIS). Additionally, support is provided under the Military Veterans Act, including psychological assistance and rehabilitation programs.
The law established the Dependents’ Education Fund, which provides scholarships to the children of deceased veterans. The management of this fund is entrusted to the Defence Council.
Veterans’ dependents may receive psychological support, assistance with enrolling children in educational institutions, and help with finding employment. How to register as a KDF veteran: after the law comes into force, veterans must submit an application to the Ministry of Defence to undergo an assessment and obtain a veteran’s certificate. To register, you must provide a copy of your national identity card, a passport‑sized photograph, a copy of your discharge book, copies of dependents’ identity documents, and also indicate the dates of conscription and discharge. Registration is carried out online, after which the applicant receives a notification via the SMS code«KDF-VETERAN».
