DRC President Felix Chisekedi calls for a full inventorying and assessment of international agreements

President Felix Chisekedi instructed the Government to conduct a thorough review of all international agreements signed by the Democratic Republic of the Congo. The directive, issued during the 91st meeting of the Council of Ministers, aims to ensure the effective implementation of these agreements and maximize their benefits to the Congolese people.

The President noted that the DRC has concluded many bilateral and multilateral agreements in strategic sectors, including infrastructure, energy, mining, trade, agriculture, healthcare, education, digital technology and investment. Stressing that these partnerships should contribute to tangible socio-economic progress, President Chisekedi stated: «In order to take full advantage of the expected benefits of these partnerships to improve the living conditions of the Congolese people, it is essential to ensure strict monitoring of the effective implementation of the commitments made by our country».

This directive is based on previous instructions given by the President at the 70th meeting of the Council of Ministers on December 12, 2025. To formalize this oversight, the Prime Minister was instructed to conduct an exhaustive inventory of all agreements signed by the Government. Each member of the Cabinet of Ministers must provide a comprehensive report on the status of the agreements included in their respective portfolios, with a detailed description of whether they are currently being implemented or are under consideration.

The results will be summarized in a consolidated dynamic matrix designed to be used as a strategic tool for government oversight and decision-making. This table will indicate the objectives of each agreement, the expected benefits, the current level of implementation, any problems encountered, and the necessary corrective measures.

In addition to its technical usefulness, the President stressed that this tool would improve interagency coordination, clarify the responsibilities of sectors, and ensure greater accountability. It is designed to provide a clear picture of progress and to help anticipate obstacles that may hinder the implementation of the project.

President Chisekedi has set a 30-day deadline for the submission of this strategic matrix, which will henceforth serve as the basis for assessing the DRC's international obligations. «International commitments should not remain simple diplomatic declarations; they should lead to concrete, visible and sustainable results that will positively affect the lives of our people, support structural economic transformations and strengthen the influence of the DRC in the international arena», the president said.

The DRC remains committed to various international and regional agreements, especially those aimed at ensuring peace in the eastern region, regional economic integration and strategic cooperation. Key recent commitments include the Washington Agreements, signed under international auspices, which aim to restore stability in the Great Lakes region, strengthen security cooperation, and promote economic development and investment.
